I updated server, Plex app, just trying to use with my account on my network, shows up as to watch live, but both phone and tablet just show spinning brown circle
not playing at all

Silly question but, have you gone through and setup the DVR settings on the Plex server like adding the tuner etc.?
I had the same issue. Try various channels (especially ones that you know will definitely tune in properly.) Also try removing all audio checkboxes (AC-3, DTS, etc) and see if you continue to have issues. Also, reduce the streaming speeds on your client device to 720p (medium). I made a few of the above changes, as I was seeing the same spinning circles, and now I am able to stream fine on my Android Phone 
8/7 update - It works if you check “Use External Player” and I use MX Player. doesn’t rewind live TV though 
There was another update to the Android Plex app a day or so later that addressed this issue. So, by updating your app, the issues should now be resolved
Update your Android player to Nougat - Problem solved.
I have found that Nougat helps, but does not solve the stuttering. They are getting there, but support for Marshmallow is a must. Even with VLC it’s choppy.
