@sa2000 There is one very nasty side effect of files being created in the user’s old %localappdata% location when localappdata folder has changed, and its impact is very serious!
Earlier this year my PC was upgrading from Win10 1809 to 1903, and although it updated, my home directory changed from C:\users\me to C:\users\me.000 (note the .000 which Windows created). This caused a lot of stuff to be broken on my computer because applications relied on paths stored in their application settings, or on paths in the registry. Windows tried to fix paths in the registry, but there were 1000s of locations which pointed to the wrong place and the outcome was unacceptable.
After scouring online support forums and finally a a support call with MS, the conclusion was that some apps had files locked in the %localappdata% folder and that prevented windows from properly migrating the user profile, resulting in a botched upgrade. To nail down the culprit(s), I rolled back the upgrade and reinstalled Win10 1903 (3 times!) and kept a careful watch on my local app data folder. I found two apps that were causing this issue: and one was Plex Media Server’s Update Service!
As of today these files are still being created in my old localappdata folder, and that’s what I came here to resolve. I hope this can raise the priority of this issue.
And thanks for posting about the LocalAppData key in HKEY_USERS\DEFAULT - modifying that has now resulted in the Update Service logs being sent to the correct folder.
