Plex using all my internet bandwidth during local playback

Server Version#: 1.16.3.1402
Player Version#: 3.104.2
When I play a local file (from a hard disk in the same computer as the server) my internet bandwidth is completely used.

I have a very limited internet connection (3mb)
Remote access is disabled for this server
Everything on the network setting page is disabled
DLNA is not enabled.

I am using a windows 10 computer as the server and the same computer as the player. Is there anything else I can do in PLEX to prevent internet usage but remain signed in?
