Why are my local plex clients using tons of bandwidth

So I have noticed recently if my girlfriend is watching something remotely and I am watching something at home that the bandwidth I am using on my local clients whether its on my android phone (galaxy s10 not sure if that is important) or my fire tv stick 4k that I am using a lot of bandwidth locally and some times her stream continually buffers or stops and does not continue. But then if I stop streaming it will start up again no problem. I have also noticed that with dlna obviously my clients do not use any bandwidth at all. My question is this is there a configuration issue somewhere that is causing my local streams to use my bandwidth or does plex really use bandwidth locally like this normally?
These are my server specs just incase
CPU: i7-3770
OS: Windows 10
Drives: OS Drive - Adata SU650 248GB
Media Drive - WD Red 8TB
RAM: 8GB (2x4GB sticks)
GPU: GTX 1060 3GB (used for hardware transcoding)
Sorry if I did something wrong in this post I’ve been doing research for days and have not been able to find a solution so I wanted to know if this was unique to me or if others had this issue and were able to resolve it. Thank you so much in advance
