Plex web app can't connect to Plex server running on Nvidia Shield

I am no longer able to connect to my Plex server that’s running on my Nvidia Shield Pro. If I try to connect from app.plex.tv, I get this error:

“app.plex.tv is unable to connect to “SHIELD Android TV” securely”

If I try to access the web server directly (e.g. http://192.168.0.15:32400/web) then I get ERR_CONNECTION_TIMED_OUT in the browser.

I’ve already tried reading the various support articles and I don’t see anything helpful there. Any ideas on how to proceed here?
