Plex when travelling (tethering and/or personal hotspots)

Forgive first time novice question. I’ve been a long term user of plex and when on a home WiFi environment all connects swimmingly. I travel a lot and sometimes I want to sync content from server (mbp) to iPad on the fly. Can they be connected by a physical cable (doubt apple will allow this) or via a mobile hotspot from my iPhone? I get quick connections via hotel WiFi and mobile hotspot but they are unstable.

In my naivety I think this should be straightforward enough.

Update - its bizzarely just synced on hotel wifi whilst ipad tethered to laptop. Remote says its not connected but it obviously is. would love to set up on personal hotspot without having ot ferry a travel router around.
