Plex windows app stutters, none others do, what gives?

I don’t even know where to start. I paid the $5 dollar for the plex app for windows 10 on both my pc and surface tablet, but I have noticed that when playing through it, media stutters to no end. I have not seen this issue on Android/Web/Samsung TV apps.

The best way I can explain it is that it basically looks like a frame or two from an older scene decides to appear randomly in a new scene, for another frame or two.

Anyone else experiencing this error/have any tips to fix it? Having paid for the app makes me extra sour about the situation.
