Kindly I ask you if there any way to connect PLEX on Samsung Smart TV to Apple Time Capsule for browsing media in TC as media home sharing, note that I mean connect TC to Samsung TV Directly via Network without using an PC

You still need Plex Media Server in order to play items. What you have on your Samsung TV is only a client.
Even if there is option to access TC directly from you Samsung (I don’t know what protocol Apple uses) your Plex client will not be able to play them directly.
I’m assuming that you have your PMS installed on PC?
