Plex won't start - solved - Windows 10 IPv6 helper listening on 32400

My PMS won’t start on my windows machine. When I attempt to launch it the Plex icon shows in the tray for a few seconds then goes away. I uninstalled Plex (both of them) and redownloaded and installed PMS.

To further complicate finding the problem I just did a windows update:
Windows 10 Pro
Version 1803
OS Build 17134.648

To complicate things further I just tried Xflak’s script to allow remote access from behind a VPN (Newshosting)

The only troubleshooting I have done so far is ipconfig/release then /renew.

Is this machine running Torrent software? A necessary port number might be blocked by it, so Plex cannot run.

No Torrent software.

Was this while Plex server was running?
Do you have several Windows user accounts on this machine?

The Plex Icon was not in the tray and did not show up in the Task Manager. Only one user.

Then you can clearly see that some process is hogging port 32400, which is the main Plex port.
You need to find out, which process that is. (and stop it)

The process using the port is PID 0 or windows. Looks like windows takes over when a process quits and ‘waits’ for a while. I can’t kill that process and rebooting doesn’t seem to help.

Try a “thorough” Windows reboot:
open the command line (cmd.exe) and put shutdown.exe /g /t 0 +Enter

Didn’t even know about the ‘full shutdown’, unfortunately it didn’t help. There is a new line at the end of my Plex log file:

The netstat command parameters that are needed are -a -b -n

So please run netstat again - must be in an elevated command line window. So Start / Run / cmd and right click and select Run As Administrator and then in the command line window, type the command

netstat -a -b -n > "%LocalAppData%\netstat_2019-Mar-22a.txt"

Just tried:

Uninstallining Plex
Wiping a boatload of Plex registry settings
Full restore of the PMS folder (C:\Users\Ray\AppData\Local\Plex Media Server) from last night.
Full shutdown using Shift+shutdown
Reinstall using package from last month in PMS folder 15.1.710…

Same forbidden socket error in log file.

Going to try deleting the Plex folder under Program Files and do a reinstall.
Another fail. Same problem.

Because I had no idea what else to do. Your previous post pointed out what the problem was. Windows was running IP helper service for IPv6 support. The last windows update must have activated it. Great catch!

I stopped the service and all seems to be well with PMS!
