It is an unfortunate change; however, “download privileges to the entire server” isn’t accurate. The permission applies only to the shared content and “downloading” is just another variant of streaming (hence why it’s unfortunate we’re distinguishing).

So “entire server” should read “every library” that you share with a shared user.
Meaning if you click “all libraries” when you share the server to a user, you are sharing the “entire sever”.
And then if a shared user want to use PlexAmp, we are required, if using 1.23.6.x and above, to allow them to download from everything we shared to them because that download flags is an all or nothing choice, you can not restrict it to a specific library

If it’s just another variant, why can’t you make PlexAmp use the variant that doesn’t require the enabling of download if they are just streaming ?
Not sure why you are fixated on the term “entire server” when the issue is, as you put it, the unfortunate change that is introduced in 1.23.6.x
But again, ALLOW DOWNLOADS, when selected, gives the user rights to download from every library that has been shared to them. And again, if you are sharing ALL LIBRARIES, and have enabled DOWNLOAD -
That pretty much equals entire server, if both are selected. If you disagree, ok

With all due respect, not sure why you’re fixated on the permission, to be honest. Downloading and direct playing something is functionality equivalent. I can totally understand how it’s an annoyance to have to enable it, but what scenario are you trying avoid here?
If it’s no big deal, then why even give us a choice, just make it enabled permanently and be done?
And as to why one would not want to allow it…
The new Long Live Download feature isn’t even a month old yet, and one only has to look at the long standing issues with the previous download/sync feature to see why one would be hesitant to enable the new Download feature.
