Hey, everyone, good news. @elan looked at my logs and said it was clear my networking was messed up.
A little more info: I run the Plex server inside a docker container, and I was using bridged networking. I switched it to use host networking (--network=host) and Plexamp is able to find my server.
I feel like an idiot for not thinking of this. Thanks to everyone who helped out.
