Plex Amp is too quiet on some tracks.
How to disable Volume Normalization?
It fixed the same problem in the past.
Server Version#: Shield 1.22.1.4228
Player Version#: Plexamp Windows 3.4.7
Turn off Loudness Leveling in the playback options. Report back the results.

The actual issue was that I wasn’t able to find the bottom bar with the Options button.
IMHO, the desktop app should have slightly different UX than a mobile app.
