Why can’t Plexamp for Android play local files from the phone?
It is not meant to be a “file player”.
It is a plex client. As such, it needs to access a Plex server. The server is what makes most of Plexamp’s features possible in the first place.
Your phone doesn’t have a plex server.
There are already plenty of file players available. Even for free.

It would be a nice and easy to realize feature anyway. Why to have a second player? Plexamp is good…

Very much so.
You simply won’t get the unique Plexamp features with local audio files. As they are only made possible by the use of Plex server. No loudness levelling, no sweet fades, no radios, no DJs.
