I installed Plexamp on my Pixel 5 Android phone. Found no way of adding a music library.
I tried to install Plex Media Server on my phone. Google Play says “This app is not available for any of your devices”.
How would I play my music library, stored on my phone, as a standalone install, independent from my PC install. I did create a separate account to use on the phone

You don’t/can‘t.
Plex/Plexamp isn’t designed to be a standalone app to play local music files. The apps depend on having your own server installed on a separate machine (e.g. a PC, NAS, Shield…).
