PMS crashes immediately after starting

So, whenever I try and start Plex it immediately shuts down. This is what I have in my log file.

This may arise if another application is using tcp port 32400 or tcp 32401

Do a netstat -a -b -n > netstatoutput.txt in an elevated command line window and see what is listening to these ports
