Plex Media Server will not start Windows 10

Server Version#:1.23.2.4625
Player Version#:N/A

Fresh install of Plex Media Server on fresh install of Windows 10 Pro. Every time it starts up, the system tray icon appears in the tray for a moment and then disappears. PMS appears to run for less than a second or so before exiting or crashing, hard to tell which.

PMS is exiting so quickly, there is nothing in the crash logs, nothing in %LOCALAPPDATA%\Plex Media Server\Crash Reports and nothing in %LOCALAPPDATA%\CrashDumps

Plex Media Server.log says:

I’ve tried everything - uninstalling, cleaning out app data, reinstalling, uninstalling all other applications, rebooting after each and reinstalling Plex. Nothing I do keeps Plex MS running, even when it’s the only application installed.

Any ideas out there???
