PMS crashing when trying to HW Transcode using Intel QuickSync

Server Version#: 1.18.0.1944
Player Version#: PMS is up-to-date

System Specs:
CPU - Intel E-2176G
MB - Supermicro X11SCZ-F

When trying to hardware transcode, the media crashes immediately. When turning it back to software transcoding it works just fine on the same file. I’ve installed all the new versions of PMS up to November 2019 and then rolled back to 1944 (which was known to work before updating) and now 1944 fails as well.

I would really like to get this working 100% because if not it would be a waste of a CPU.
