PMS Not Transcoding AC3 for Chromecast with Google TV

Server Version#: 1.21.1.3830 running on Ubuntu
Player Version#: 8.11.0.22186

I know the Chromecast does not support AC3. When I try to play an mkv file with AC3 audio, I get no sound. When I look at the playback info, the Audio says “Copy AC3” even though it has Trasncode Reason as “AC-3 audio is not supported by the device.”

So it knows the device, knows the audio isn’t supporter, yet still tries to force the audio track. I have no problem playing the file on Roku or Shield.

STREAM Direct Stream
CONTAINER Converting (MKV MKV)
VIDEO Direct Stream (H264 720p)
AUDIO Direct Stream (AC3 5.1)

I don’t understand why the PMS isn’t transcoding for this device.
