I have a machine with i7-650… And another with a Xeon E3-1245. I also have a nvidia k620 video card.
Is it possible to use either of these to do hardware based transcoding on ubuntu? Or any other Os?
A new Nvidia gtx 1660 and Ubuntu 16.04/18.04 with Nvidia drivers installed will work.

Should I assume the K620 will work the same? with this type of setup, I assume QSV not required?
I have looked at the specs and it looks like the Xeon is a lot faster.
You need a new video card.
So… This one will not work at all?
