Streams are regularly below expected resolution. Not always but sometimes. Not sure what conditions determine whether or not it happens. A client will request a 720p file for it only to be streamed at SD.
What’s come to mind is either Plex has an issue similar to YouTube (which has persisted there for many years without a fix) in that it often inaccurately estimates bandwidth available. Or, perhaps there are too few profiles the server has to select from when transcoding to reduce bitrate.

Server bandwidth is also unrestricted and available.
Before anyone drops the usual mantra ‘disable transcoding’, no, I don’t want to, I’d like to conserve bandwidth and have more certainty over what bandwidth may be used at any given moment.
