This same issue has been posted before and has received no acknowledgement from Plex. I’m hoping this time someone will pay attention and reply with something useful.
August 15, 2017: Upgrade failing
October 10, 2018: Update Failed to Install on Windows Server
This problem is still happening. The version seems to be irrelevant.

The upgrade fails and Plex never restarts. This is happening for 100% of the upgrades that I do. Guaranteed. 0% success rate. 100% manual intervention.
The only way to get an upgrade to work is to open a command prompt to C:\Program Files (x86)\Plex\Plex Media Server and manually copy/paste and run the command specified on line 4 of the log file that begins with “Plex Update Service Launcher.exe”.
