Cannot Install Plex Media Server Updates

Player Version#: NA
Ive been unable to update PMS on Windows 10 for the last 2 updates.
When installing I get an error that asks me to says “The feature you are trying to use is on a network resource that is unavailable” my entire PMS is local to this machine.

Then it says “The older version of Stopping Plex cannot be removed. Contact your tevhnical support group” I have tried stopping Plex manually before installing.

Then I get the “Setup Failed” dialog box with Fatal error 0x80070643

Attached are the install logs fropm the previous 2 PMS versions.
