Poor bitrate to remote streamers

Am having chronic issues with users streaming Blu Ray content fro my server. The server is showing fully accessible to remote users, and the internet bandwidth is set to 35 mbps (my upload bandwidth from Comcast Business is a bit over 40 mbps).

Someone is streaming content right now from my server and it shows it’s being transcoded to 1.5.mbps 480p using hardware transcode. I have “enable relay” turned off. I note this is a Plex for Android TV (AFTMM) client.

Is there something I can do to figure out why PMS is transcoding this so aggressively? Thanks for any suggestions.

If you already checked the possible restrictions on your end…
have you checked with those remote streamers what “remote streaming quality” they’ve set in their player app?

In addition to the bandwidth setting in the client app, make sure they have quality suggestions set to off, and when that is off, adjust automatically will appear, and that should also be off. I usually tell my friends to keep those two off.
