Port forwarded successful but it will show "" is currently unavailable when I click on folder

Hi, I have already port forward the Plex server on the QNAP and it already show Fully accessible outside your network but once use cellular or outside internet, it wont connect or connect very very slowly.

I am not sure what I did wrong @_@ , Also, once I disable relay, it will show app.plex.tv is unable to connect to " " secreuly etc when I try from plex.tv. Sometime it will let me connect for a min and disconnect again when I try to play a video.

Also tested the port on https://canyouseeme.org/ and it shows open. Please help, I am out of option @_@
