I’m setting up a fresh Music Library after a few years of being a deadbeat on my friends family Spotify subscription.
Before moving into the Plex music library folder, all my metadata & directory structure repairs are done in MusicBrainz Picard. When Picard doesn’t have data on an item (something obscure) I’m creating new item records in the MusicBrainz web interface. This does a clean enough job of tagging the obscure files for Plex to ingest, but Plex also can’t find extended online metadata for these items.
Actual Question: Where does Plex Music Scanner/Agent gather metadata from, and can I add missing items to any of those databases as a humble user?
Primary data source is MusicBrainz.
Album and band reviews are augmented from allmusic.com
and if some data are not available there, additional items are looked up on last.fm

Well that’s serendipitous.
If I add an item to MusicBrainz, how long should I wait for the Plex side of thing to pickup that change - and then move my files into the Library folders?
It takes less than 10 minutes for Picard to find my additions to MusicBrainz, but Plex didn’t find those same additions a couple minutes later when the files were ingested.
Your Plex server does not fetch data directly from Musicbrainz or any of the other sources. Instead, cache servers of plex.tv are periodically updating them and providing them for all plex users.
Regular updates are supposed to take a maximum of 3 days, but new additions can also take up to 7 days.
