It would be nice if I had cinema trailers enabled in a client but set the number of trailers to play to 0 if it would just play my pre-roll video...

You can just get the pre-roll by turning off the sources of the streamed trailers. So where it asks what type of trailers you want in the extras menu on the server just uncheck them all. Make sure the pre-roll url is filled in. Then just set your client player to 1 trailer.
