The client used to only show preroll videos if trailers were enabled. Which was apparently a bug * (Playback) Pre-rolls wouldn’t play unless cinema trailers were enabled (#12819).
It would be great to turn to be able to turn both off as I don’t want to show trailers or prerolls outside of the home theater for the living room and bedrooms we would like them off. It’s not only annoying but it takes away from the trailers and preroll being a special experience for the home theater.
In what app are you experiencing pre-rolls playing by default / despite trailers being disabled?
I’m aware some clients have two separate options for pre-rolls and trailers – I haven’t seen pre-rolls on any of my clients where I haven’t specifically enabled that or the trailers respectively.
Web, Mac, Apple TV, iPhone Plex apps all do this, it’s expected behavior per #12819 it was a bug that they did not play when trailers were disabled. There is no option to enable/disable pre-roll only trailers on the client side.

fair point… apparently I’ve only played downloaded movies on my iOS client for quite some time – and wasn’t bothered on the Apple TV where I like seeing them.
Apparently the option you’re asking for exists on the Roku client and in Plex HTPC.
That being said, there’s already an existing suggestion discussing such an option – though it hasn’t gotten any votes at the moment. I still suggest you comment/vote in that thread in order to help us avoid distracting or cannibalizing votes from each other.
Seems to be a dead request as the feature worked differently back when that was requested in 2017. It’s not really asking the same thing
