The assumption is you have collections already established, however I think I remember a thread about if you have none you get these results. If you do not have any collections see: Collections | Plex Support
I have several, both normal and smart, and I spent lot of time customising them, that’s the problem.
As for the collections tab showing the same information as the regular library view:
Settings > Plex Web > Debug > Restore Defaults
I’m not sure the restriction to add items from within a collection to another collection is a bug or “expected”. Let me check if I can find something about that.

If my memory does not betray me, I think I could 2 days ago.
Does this “restore defaults” remove any personalisation? like custom posters, created collections and playlists, etc.
