Problem with HEVC and Kaby Lake 7700 + GTX 970

OS Version: Windows 10
Server Version#: 1.18.0.1913 beta
Player Version#: iOS 6.2
GPU: Nvidia GTX 970
CPU: Intel Kaby Lake i7 7700

I have a Plex pass with hardware acceleration turned on. GTX 970 does not support HEVC. Kaby Lake processors do support HEVC. My HEVC sources are not being hardware decoded (when transcoding is required). Is Plex testing my 970 and then failing to fallback to Kaby Lake for hardware decoding? Is this a bug or is there something that I can do to help remedy this?

x264 hardware decoding and encoding is working as expected.

In the knowledge base I found the following:

Windows-specific Notes

If your Windows computer also has a dedicated graphics card, such as an NVIDIA or AMD GPU, some functions of Intel Quick Sync Video may become unavailable when the GPU is in use. If your computer has one of these GPUs, please install the latest NVIDIA drivers for Windows or AMD drivers for Windows to make sure that Plex can use your dedicated graphics card when Intel Quick Sync Video becomes unavailable.

Is the existence of my GPU causing my CPU to be overlooked when processing HEVC?

It tries the primary display and then falls back to software.

Some motherboards have the additional bonus of not initializing properly unless a monitor or dummy plug is attached.

Best option would be to remove the GTX970 and install the latest Intel DCH drivers.

Thank you. I use this machine for gaming as well so my only option would be to upgrade my GPU to a more modern architecture. I was just hoping to avoid that.

gtx1650/1660 are fairly affordable and do wonders for transcoding.

Before I saw your reply I had already bought a used 1660 Ti on eBay. Thanks. Great minds think alike.
