If you still cannot access the Plex Server on your My Cloud, best would be to open the My Cloud Web interface and stop/start the Plex service within the App Center. You should wait some minutes after you have started the Plex Server on your My Cloud until everything is up and running. Then connect again via :32400/web
One more question - or better spoken - problem localisation :
is the My Cloud PR4100 configured to get its IP via DHCP or have you set it to Static IP?
In case you are using Static IP, is this IP outside your DHCP range of your router?
Using Static IP within the DHCP range of the router is often the main issue for conenctivity problems.
The IP of the PR2100 is static and it is inside the range of the router, but in the router i reserved this IP 192.169.1.131 only for the nas.
Means “Static DHCP lease” assigned by the router, correct? Great!
Is the NAS then set to DHCP or Static? If it is set to Static with corresponding IP assigmnets, please switch to DHCP in the NAS network settings. As long as you are on Static IP within the NAS, the router will never get informed that this IP is in use (because the router will not receive any request) and therefore does not keep updated DNS information - which you need for the management.
Static DHCP lease is a great feature to avoid IP address changes, but then the client devices have to be set to DHCP - because the router will assign the individual IP addresses to the client devices and update its internal DNS.
If the client is set to Static IP address internally, the whole IP management inside the router will not work properly.
I restored my 2nd router, then it was like i bought it with the IP 192.168.1.1 ( obviously without internet connection)
Then I connected the NAS with DHCP and the router assign 192.168.1.22
When I start the app with 192.168.1.22:32400/web it allowed me to configure as a server
Then I change the IP of the router because i need another IP (192.169.1.1) for network for the 2nd floor in my house and configure the connection to internet by residential gateway.
When I reboot the PR2100 it present another time the same problem (IP server 192.169.1.131:32400/web).
So the problem is with the network configuration but i don’t know why.
What router is it? Brand and model name, maybe I can assist.
If you have changed the router’s IP address from 192.168.1.1 to 192.169.1.1, you may need to take a look into its DHCP server too. You wrote

If you move the router’s internal IP address segment, you should always reboot all attached clients to assign the new IP address segment to all clients. Sorry if this sounds educational, it’s not meant to sound like this.
In other words: your PC may stuck in a different IP segment than your NAS - which seems to be the issue here. Check the NAS IP address, either with the help of the WD Access software tool or by taken a look into the router’s DHCP server where you should see the NAS appearing with same IP address segment as your router (192.169.1.xyz). And of course check the PC’s IP address too.
