Problems with direct file playback

I’ve had a bit of a weird problem going on for some time now.

I have PLEX Server installed on an HP ML110 G9, Xeon E5-2630L V4 (10 cores and 20 threads), 64GB of RAM, a 8 × 10 TB RAID 5 managed by an HP P440 hardware controller 4GB of RAM and a bandwidth of 600/600.

The server is in a different location, so files are not played within the LAN. Right now I try to play files in a house where I have 30/30 of bandwidth, using the official PC application, but when I play files directly without transcoding, I have cuts constantly, and the file that is played directly uses only 16 Mb of bandwidth. If the desktop application lowers the quality to 12 Mb, it starts to create a very big buffer, and the cuts disappear, and there is a clean and linear reproduction.

If I play the same file on the mobile phone through the 4G line and playing it directly, there are no cuts and it plays perfectly.

I have been doing several checks both in the bandwidth where the server is located, and the bandwidth where I try to play the files, and in both places the bandwidth works perfectly, occupying all the bandwidth in the tests. I have also stopped all the works that the server is doing, to leave only the server working for PLEX, and the problem persists (even if the server is working in other tasks, it never consumes all the power that the server has).

Any of you can think of what could be happening?

I think my problem is indicated in this post. As you can see, the PLEX server does not yet use multi-threading to send content to customers.
