Plex Slow play over wan with direct playback

I have problems with the Plex server in Windows
The same, without transcoding (making direct playback) has cuts every few minutes. The connection is through the internet and the network that we use both points (between server and user) is 600 MB symmetric.

Plex Media Server is mounted on a SSD disk and wired gigabit ethernet network

What could be happening?
