I entered the forum to write this question, but found out that it's already here. So, I'm also wondering regarding Plex app to work without PSN connection. Yesterday had to use Plex in the browser to watch a movie without 5.1 surround and laggy stream while PSN is down, that's a pitty cause I subscribed to Plex Pass a day before just to make Plex app work. As I suppose, Plex pass subscrition is checked througn Plex servers, but not in PSN, or maybe I am wrong? I also suppose that it could be Sony's requirement to check PSN connection for the app to work.
Still, I would like to say BIG THANK YOU to the developers, you should have seen me when I found Plex app in PSN Store - was happy like a child. Now PS4 has amazing streaming capability and can change PS3 which I was always using as DLNA media player. If you add Channels (Firstly, i'm intersted in online radio stations), iTunes music and Photos - then it becomes the best media center ever! Looking forward for next app updates!
I suspect an update is on the way to support playing while PSN is down. If not I certainly won't be buying a lifetime Plex Pass and I certainly couldn't recommend it to my other PS4 using friends.
PSN is up now though but I can't even start Plex. It just says "An error has occured." and I can choose between Try Again, Go Home or Sign Out. Nothing works. I've tried to reinstall Plex but it's the same thing...
I have had similar issues with Netflix and other apps on PS3 some time ago, and recently due to PSN outage - I actually called support (both Sony and Netflix).
In the Netflix example I've called them asking & complaining about their service. They checked all of their services and servers and stated there is nothing wrong, then the next level support informed me that this was due to PSN being down. Essentially, Sony will not let you run any apps unless you authenticate with PSN first and get permission to launch the app. This is per Sony's design. I've actually got the impression that working with Sony was NOT a good experience for them.
Simply - if you cannot log into PSN, you cannot use any apps, and It doesn't matter your Internet connection is fine.

This is incorrect as I exclusively watch Netflix, Hulu, and Amazon Prime without being signed into PSN because I hate getting party invites while watching. The only apps I've encountered that require PSN is Plex and Youtube.

You should mention this happens ONLY when PSN is down. If everything is working fine then you will have to log into PSN to use these services.

Then your wording of your initial post was misleading. You have to sign in first to actually use the service, which you now say you do. Then you log out after successfully loading the app. It is not the same thing. I can also do that and the app still runs fine. The whole problem here is that you cant even sign in to PSN in the first place, so how do you even plan on using the app?
Then at the end you now actually specify for the first time that you are doing this on the PS4, yet you said the person you quoted was "incorrect", but he was a PS3 user.

Like I said Netflix and every other app runs except for youtube and plex without PSN. You only need an internet connection, you do not need to sign in first (I said I usually sign out of PSN once I start my PS4, I don't start the app then sign out). You can log out of psn and turn your system off. Turn it on and you will not be signed into PSN. Start Netflix and I bet you it works. However, if you try to play Plex or Youtube it'll ask for you to sign into PSN. Do this so you can see that it is true that most apps work without PSN. When PSN is down most apps work except for Youtube and Plex, the ones that require a PSN connection.
As it stands Youtube and Plex are the only ones that I've encountered that requires PSN. Most apps, no PSN required AT ALL. Plex and Youtube requires you to sign in.
