QNAP Plex Server can't be reached

Having an issue where I am unable to reach my Plex Server running on a QNAP TS-251+. The server is the latest version from Plex’s website, and when I try and access it from the web via http://qnap_ip:32400/web I get ERR_CONNECTION_REFUSED in Chrome. The server is running on an Intel QNAP, and I made sure to get the x86 install. I believe the error may be due to the fact that the hard drive the Plex was installed on was corrupted, so I replaced it with a new one and reinstalled Plex, which may have led to issues from the residual install. However, I’ve tried different fixes related to that and no luck.

Above is not from Plex, and indicates, that either PMS is not running on your QNAP, or something in the middle is blocking access (Firewall), or a bad network setup (Default Router)

Ah, I found a solution. I had to reinstall the latest Plex while it was already installed - uninstalling and reinstalling didn’t work, but this did.
