Why doesnt changing the Quality of a movie change the size when you are downloading to a device?

Mind sharing some more details on what you see – otherwise we’ll keep guessing.
I have a movie that is 1.40 GB in size and I shrink it to the lowest setting the the file size is still the same. Same thing is happening with all the movies I try to sync to my Android phone, I bring down the quality and they are still the same size.
If you already got a full feature film squeezed into an 1.4 GB file, you’ll have a hard time to significantly shrink this much further. Most likely the resolution and bitrate are already close to what Plex offers as lowest level.
Edit: focus of the sync feature is not so much to shrink the files but to get them into a shape that the client can playback while you’re on the road.
Is there any way to shrink files without losing too much quality?
shrinking = losing quality (or at least “losing information”).

What kind of file (file extension, video/audio formats) are we talking about?

- number of audio channels (stereo, 6-channel AAC…)

You could try throw those files into Handbrake and give it a shot.
They should still have some legacy presets for mobiles / iPhones / Android Phones to squeeze those files. Keep in mind they won’t get any more beautiful that way.
