When Syncing to Android Tablet the transcode quality is not respected leading to huge sync file sizes

This is a bug that was fixed early but is now back or a new one that demonstrates similar problems. You can find an early thread that I participated in HERE

My server is running Linux Ubuntu 20.04 LTS
My android tablet is a Galaxy Tab S4 Build QP1A.190711.020.T830XXU4CTF5

Problem: When syncing movies to my tablet the file size on the tablet after sync is very large and watching the video shows no sign of reduced bit rate. I have tried several full length movies and set the sync quality to .3 Mbps which should be obvious when compared to the original movie at 20-30 Mbps. In addition when looking in the sync manage tab, the size of the movie is equal to or very similar to the original size (15-20 Gigabytes in size at .3 Mbps for example). All movies and TV shows are 1080 or 720 resolution.

As I mentioned the Plex forum thread above shows that this issue has existed before and seems to have come back in the latest builds. I am happy to help track this down.

Update: I tested the same movies syncing to my Android Phone (Galaxy S10e, Build: Qp1A.190711.020.G970U1US3DTDD)

Here the sync worked as expected when .3 Mbps was chosen, a very small file (300 MB) and quality was as low as you expected. Tried again with my Tablet and once again the .3 Mbps was ignored and the file size was very large.

Update: Fixed the issue by doing the following. Force stopping the app on my Tablet. Clear data/cache. Uninstall App. Reinstall App.

Now transcoded files to the tablet respect the Mbps selection, aka .3 is smaller and looks worse then previous attempts.
