It has been reported that the small version doesn’t handle large bitrates as well as the Pro.

Plex + nVidia Shield 2019 (non-Pro) buffering

Server Version#: 1.18.2.2058 Player Version#: Latest on Shield 2019 My Plex Server is on my PC where my videos are located. I store only 4k remux files. Plex Client is installed on nVidia Shield 2019. I tried running a movie through it, and it started buffering. Screen kept freezing and unfreezing. I wasn’t transcoding anything.
