Re-install wont allow server setup

when the screen is loading that you would typically name your server, it gives me the message
" A problem has been detected with a core component of Plex Media Server."

How it started: was moving movie to new hard drive and after I moved the movies I could not connect to server setting so I decided to do a re install. this did not work so I did a complete fresh install by removing register key and app data after uninstalling I have tried this many times with also trying rebooting in-between steps.

so thread linked below got me to the point of making new server but now I’m back on not being able to access server settings

Running plex as Admin allowed me to view settings
