Settings Unavailable -> Reinstall -> Install fails due to core component issue

Server Version#: 1.31.0.6654-02189b09f
OS: Windows 10 Pro

Initially I could not access server settings, then I fully reinstalled and now cannot get past even the initial setup page. It worked fine for weeks.

Solutions I’ve tried without success:

Clear browser cache
Use different browser (one with no plugins)
Clear Plex cache
Reinstall PMS completely (multiple times)
Log out, log back in
Restart device (several times)
Deauthorize all devices from account
Exclude Plex from Windows Defender
Restart PMS Service (several times)

Hello,

I’ve already tried the solution from that link involving editing windows registry. Unfortunately, it did not help. At this point I am unable to access anything within Plex as I’m stuck in the install/setup phase of a new Plex install
