Hello, I have formatted my pc, how can I recover the data from my plex server? thank you so much

You can’t. Because you’ve formatted the C: drive, which is where all those data were stored.

I am not sure what you are asking.

  1. go here https://app.plex.tv/desktop/#!/settings/devices/pms and delete the old server, if it’s still listed there.
  2. install Plex server, like a completely new installation. https://support.plex.tv/articles/200264746-quick-start-step-by-step-guides/
