Remote access doesn't work for friends on same ISP subnet

I have Ting internet with speed of 1G up and down. I use a Ubiquiti Edgerouter 12 for a firewall/NAT router and my Plex server is running on my Windows desktop and it’s hard wired to the router. My friend recently switched from Comcast over to Ting fiber also. When he did that, streaming has basically stopped working. It appears that he can’t directly connect to my server. I reconfigured my firewall to respond to pings and I can ping my router from my friends connection, so it appears that the ISP is not blocking communication between us, and browsing content on my server works, it’s just streaming that doesn’t. We are also on the same public IP subnet. I first encountered this same problem with another friend who added me to his server, and we both had Ting fiber and I was never able to get a direct connection and we were also on the same ISP public IP subnet (it’s a /23). I called Ting support, and they opened a ticket for my problem, but the pings work and basically ever thing I’ve tried to demonstrate a connectivity problem confirms that nothing is blocked so I just don’t know how far that is going to go. Any ideas on how to troubleshoot this further?
