Remote Access issues sharing on same ISP

Has anyone experienced issues sharing with others using the same ISP with very similar WAN IP addresses? I am sharing libraries from my server with a neighbor - we both have the same ISP - gigabit fiber up/down - and have the same first three octets in the WAN IP address. When clients on his network connect to my server (Web client, LG TV, ROKU) they all experience extremely slow performance and excessive buffering regardless of resolution settings. The clients are connecting direct, not through the Plex proxy. Others I share with that are thousands of miles away experience great performance - easily able to stream 1080p regardless of client type.

Any ideas appreciated!

You could run a program like iperf and get some throughput results between your neighbor and your place and see if it’s a bandwidth issue between you guys and use that to talk to your ISP if it is an issue.

Just because you are neighbors and on same subnet doesn’t mean you don’t get backhauled to the nearest pop which might be a bottleneck.
