I’ve had my server working for 2+ years fine, I have had some issues before with remote access when the server changes its IP but always fixed by changing the port forwarding data to reflect the new IP. I have the exact same setup I had at my last place just a different ISP now and now it is not working. I’ve tried to reset the forwarding ports, changing the ports, opening new ports within the range of 32400-50000, I’ve tried turning uPnP and port forwarding off and on again, dual wan is off. Nothing is working, the server is accessible remotely just not higher than 720p/1080p, can’t get direct connection to work outside of network. The server is still the same IP as before.
This is the setup, ISP > ASUS XT8 > Server and other Mesh router (Diagram below)
Things I haven’t tried unless necessary, Relaying & public WAN IP from ISP. I’ve followed some of the forum posts and the guides on Plex but honestly I’m lost and need some help.

With all likelihood your new ISP uses CG-NAT, Request to opt out which can be free in most cases or pay for a Static IP address which normally incurs a monthly fee.
No, you need to have a chat with your ISP, there your roadblock. It is normal these days for ISP’s to use CG-NAT. I have the setup of a opt out and remote access and sharing regularly, across the Pacific.
There is nothing to be concerned about, keep your IOT’s and Workstations on a double NAT with 2 routers and Protect your server with a Firewall and strong passwords.
