when outside i am trying to access my plex from a plex client. This is not working it is only working via relay. but, the port is open, i can connect via telnet and via webbrowser. i tried manual port and upnp. still plex says that it is not reachable.
any idea how i can debug this?

does your server have an firewall? if so that to needs to have port 32400 added to TCP inncoming
no Firewall. It is as i said. I can reach the Server on Port 32400 from the Outside with telnet and the webbrowser.
Well are you sure you are hitting plex and not your router? Plex client? windows or android / ios? is there a difference when on wlan or 4G/3G?
I have yet to notice it on any of my networks but at more ISP/Providers starts using CGN, there will be more of an issue with problems like this. if that is the case we can try some funky work arounds.

Your ISP is not blocking port 32400
no Double nat
Jumbo Frames yes. what, that was the issue. i have already read through that document, but never thought, that this could be the issue…
