Remote Access shows available, but cannot connect from outside network

Remote Access shows available in settings, but I can only access from my local network. I have a manually specified port, and the port forwarding set up on my router. I have also added Windows Firewall rules both inbound and outbound for the specified port. I have tried both 32400 and my own specified port. Neither show blocked by my ISP, but I tried multiple just for troubleshooting purposes. I have tried toggling off and on UPnP in my router settings as suggested in one of the other forums. There was no change. My router is a TP-Link Deco XE75. Secure connections is set to “preferred” and not “required”. I do not have the option to select disabled, as suggest in some forums. When trying to access from the Android app on my phone from my cellular network, the server show “offline”. It does show available and can be accessed when connected to my local network. I have tried two different FireTV apps on two different devices on two different networks. Both show unavailable with the exclaimed triangle symbol. I was having issues last week with Plex timing out while attempting to play any form of media on the browser, Windows app, and on the app on my FireTV. I was unable to diagnosis why that was happening, and uninstalling Plex following the instructions on the Plex website did not fix the issue. I ultimately opted for a clean install of Windows 11 to just wipe everything and start over. I was able to set the server up without issue after the clean install, and all of my media is accessible on my local network on all apps and browser. I’m at a loss as to why I cannot access outside my local network.

It does not look like your server got a security certificate for secure connections but I cannot see why yet in logs. I reset the cert which looks like it succeeded. Does it still happen?
