Can you edit your library and post a screenshot of the folders added to your plex library?
In Settings → Transcoder + Show Advanced, do you see options to enable Use hardware acceleration when available and Use hardware-accelerated video encoding?
If they are visible, are they enabled? If enabled, please disable (uncheck) them.
The DS923+ is not capable of hardware accelerated transcoding. The AMD Ryzen R1600 does not have an embedded GPU. Unchecking the boxes should stop Plex from looking for a GPU. It will also stop the error messages in the log files related to cuda and vaapi (hardware transcoder drivers for Nvidia and Intel gpus).
You should also uncheck the box for Enable HDR tone mapping. The AMD CPU is not strong enough to tonemap HDR video.
I followed your recommendation (the optios are visible but deactivated now):
Anyhow: If I activate either cellular quality reduction or internet quality reduction I still get the error. If I deactive cellular reduction and set internet to max, I can play the file and even manually force transcoding.
