Remote Streaming Buffers on Roku Ultra

I am running Plex Media Server on a Windows 10 machine with a Core i9-9900K processor, and when I connect remotely with my iPhone Xs, I am able to stream transcoded files without a problem. However, there are two remote users who use Roku Ultras that they constantly get a message that the video stream is being buffered (and the streams constantly stop while they are buffering). My upload speeds vary greatly (I unfortunately have to use a wireless ISP), but even when my upload speeds are around 3-4 Mpbs upload, I can still stream/transcode to my cell phone without issue. Checking the transcode logs the severs transcodes around 9X, and when I view the CPU usage when the other remote users are attempting to stream, CPU usage is in the single digits. These other remote users are able to stream other remote plex servers just fine, not to mention a host of other streaming providers - these remote users’ download speeds are at least 25 down. On my local network (which is gigabit), there are no issues streaming the native media files to all of my players (iOS, plex, apple tv). I use an EdgeRouter X with the Plex server on one network, and all my local devices on a separate network off of the EdgeRouter (which again streams and is a gigabit network without issue). I am at a loss why these remote users’ are constantly buffering when the EdgeRouter is able to serve up local content across the device with no issue, and I am able to stream to my own remote phone just fine - yet the remote users download bandwidth is more than sufficient to stream. Any thoughts of troubleshooting steps?

I have a Roku Ultra localy for streaming, never a problem.
A Plex Remote client on a Roku Ultra is constantly getting buffering issues, but that same user on an iPhone is working great.

My internet is great, too - ATT 1GBps fiber, plex connected directly by Ethernet. The client is on 100mbps fiber as well.

This only started within the last few weeks, could be a bad update? I have auto update turned on for my Plex Pass subscription.
