Remote streaming videos constantly buffering

I have been having trouble with streaming from my windows 10 machine acting the plex server and my Mac that is with me at my location. Basically I have to turn the quality all the way down to less than 1mb and I still have buffering problems. I checked the internet speeds at my location (+30mbps) and at the server location (400+mbps) so I know it’s not an internet speed problem. I also checked the system resources in both locations and I am using less than 10% in each location. It says I have a direct connection to the server so I know I am forwarding ports and everything correctly. I spent a lot of money for Al this hardware and a plex pass and this performance has been underwhelming to say the least. If there is any support I can get it would be greatly appreciated, thank you.

Is that 400+ Mbps upload bandwidth on your server’s location?
Have you configured any restrictions on the server side that could limit the bandwidth for individual streams (e.g. in the remote access or network settings)?

What exactly are you seeing on the server dashboard for a remote stream from your Mac with regards to streaming mode (remote/indirect) and involved transcoding?
