Remote user suddenly having issues. Transcoder?

One of my more active users suddenly started having playback issues using samsung TV and a PS4. Her apple TV does not appear to be affected. The weird thing is that this has worked fine for months.

Server is on a gig line withe plenty of CPU power.

Most files appear to play back fine for a good amount of time (30mins), but it is evident on the dashboard that she is catching up to the transcode buffer eventually. No other users are experiencing this (I am a remote user also) but it seems to be client specific. Is there any log that I can provide that could provide a clue?

I have a user who is also experiencing issues. He has Plex on his Firestick 4K and cannot select the option to play the video in original quality so it appears to be in very low quality. He has tried to change the settings to all maximum quality for video, and even uninstalled Plex and reinstalled it. My other users are not experiencing this.

When he tries to play the video and adjust the settings to original quality it errors out

Same issue with my girlfriends Fire stick. There appears to be NO option (that I can find??) any longer to ALWAYS play original quality. So suddenly it wants to always transcode and certain files it will not work correctly at all until I manually tell it to play original quality. What is going on here? It was working fine for a long time.
