I have had to reinstall/reclaim my Plex server on a few occasions which instantiated my libraries. These libraries had then to be re-shared to the users. However the old ones can not be unshared and are still counted on the user list, which makes the counter useless and makes me nervous when seeing I have shared 18 libraries with someone despite only having 8.
Delete the old server here https://app.plex.tv/desktop/#!/settings/devices/pms
But you must not wait more than a few weeks before doing so.
